We have the pleasure to invite you to take part in the work of our 25th Jubilee ECPD International Summer School of Management of Health Care Institutions (hereinafter: The School), which will focus, within the main theme “Contemporary Challenges of Health Management”, on the four key topics that are continually preoccupying health managers, policy makers and executives:

a) Current trends in health system reforms,

b) Existing and new ways of financing health,

c) Preparation of national health care strategy and its action plan

d) Determination of health care packages.

To ensure all people access to safe, high quality basic health care services is vital in reducing poverty and promoting peace and stability. All countries are facing socio-economic, political, legal and other health management challenges along the path of achieving universal health care.

This year's school focuses on innovation in health care reform and innovation in health care financing which will limit costs, while delivering high quality healthcare services. Particular emphasis will be placed on the preparation of realistic, comprehensive and balanced health policies, strategies and plans, and on the preparation of a quality, equitable, rational and feasible package of health services, with particular reference to the countries of South East Europe.

Director of this year’s Summer School is Prof. Dr. Dušan Keber, former Minister of Health of Slovenia and long-standing Director of the University Clinical Centre Ljubljana, prominent international expert with extensive experience in this field, while the Co-Directors are Prof. Dr. Klaus-Dirk Henke, Chair of Health Economics and Health Management, University of Berlin, Prof. Dr. Ana Stavljenić Rukavina, Vice-Rector of the Libertas International University, Zagreb, former Minister of Health of Croatia, Prof. Dr. Miodrag Todorović, CEO of “Panafricare” Clinic and long-standing Director of the Seychelles Ministry of Health, and Prof. Dr. Jeffrey Levett, honorary Dean of the National School of Public Health, Greece, International Gusi Peace Prize Laureat. The President of the School Council is Prof. Dr. Đorđe Jakovljević, the founder and long-standing Director of this ECPD International Summer School.

Learning objectives

The learning objectives of the School will allow participants to acquire knowledge and information about the following:

• Reform steps for cost restriction while maintaining high quality of health services;

• Major reform trends in the developed European countries;

• Innovation in health system reforms;

• Experience of others in financing and managing health care systems;

• Preconditions for achieving universal health care;

• Future health spending scenarios;

• Additional health resources in the form of earmarked inflows;

• Principles for the preparation of the national health care strategy and its action plan;

• Mistakes and shortcomings in the preparation and implementation of today's strategies and plans;

• Achieving consensus between demand and supply of services, as well as between government, service providers and the population;

• Preparing a quality, fair and affordable health care package;

• Implementation of health care packages;

• Ethical, legal and policy issues when defining health care packages.

 

School Organization

The lectures are held every weekday, from 9 a.m. to 3 p.m. Apart from the theoretical presentations delivered by the lecturers, in the framework of each topic there will be panel discussions and case studies.

Upon completion of the School, the School participants will be provided with course handouts necessary for effective lecture attendance and study after finalization of the School, as well as all authorized presentations. In order to enable participants to master the lectures successfully, simultaneous translation will be provided.

 

School Certificate

Based on participation during the classes and acquired knowledge and skills during the work of the School, the participants will receive a nationally and internationally valid and accredited Certificate of the European Center for Peace and Development (ECPD) University for Peace established by the United Nations.

 

Application Form and Participation Fee

The participation fee for the ECPD International Summer School is 490 EUR. A discount of 10% is granted for the payment of the tuition until April 30, 2020.

Hotel Accommodation

The School participants are provided accommodation at the Hotel “Splendid” in Bečići (www. montenegrostars.com, tel: +382 33 773 777), at which the School will be held, at preferential rates. Accommodation on a half-board basis will be charged at the reduced price of 148 EUR per day for a single room and 104 EUR for a double room, per person.
